Aaron Zebley Biography
Aaron Zebley is an American attorney famously known as a former member of the special counsel investigation previously headed by Robert Mueller where he was chief of staff to Mueller at the FBI.
Zebley followed Robert Mueller from the FBI to the law firm WilmerHale. He subsequently left when Mueller resigned to become the special counsel, along with James L. Quarles III.

Zebley graduated magna cum laude and Phi Beta Kappa in 1992 from the College of William & Mary.
Later in 1996, he graduated from the University of Virginia School of Law.
Aaron Zebley FBI
Zebley was an FBI special agent. He worked for the bureau’s Counterterrorism Division for seven years.
While working as an FBI agent, he investigated al-Qaeda’s bombings of U.S. embassies in East Africa in 1998.
Thereafter, Zebley was assigned to the FBI’s PENTTBOM team, which investigated the terrorists responsible for the attacks on September 11.
He was also one of the investigators who built the case against Zacarias Moussaoui, who was ultimately sentenced to life imprisonment. He testified at Moussaoui’s trial.
Zebley later joined the United States Department of Justice. He was first an Assistant U.S. Attorney in the Alexandria, Virginia-based National Security and Terrorism Unit. Zebley was later a senior counsel in the National Security Division, holding the position of senior counselor.
Aaron Zebley Robert Mueller
Zebley served as chief of staff to Robert Mueller when Mueller was Director of the FBI. Later in 2014, he followed Mueller to the law firm WilmerHale, where he served as a partner for three years.
Still while in private practice at WilmerHale, he was an expert in cybersecurity and represented a wide range of clients. He even represented Justin Cooper, a former aide to Hillary Clinton, and the National Football League.
Zebley resigned from WilmerHale to join the Special Counsel investigative team in 2017. This was after Mueller was appointed as special counsel investigating Russian interference in the 2016 United States elections.
Zebley was beside Robert Mueller when Robert was testifying before Congress on Wednesday, July 24, 2019. He was added at Mueller’s last-minute request to testify before the House Judiciary Committee as a witness.
